Off street parking rules go in to effect on November 15th each year.  According to  the Code of the Village of Silver Creek Article III, 201-21 ,
‘All night parking prohibited: No vehicle shall be parked on any street or highway in the village between the hours of 2:00 a.m. to 6:00 a.m. from the 15th day of November to the 1st of April of the following year.‘
